Once the main page appears click on user login. At the login page put in the user name and password.

Most of the program seems to work on enter or click on the submit button. The voter information system page will appear once logged in.

Click on select active volume. This will take you to the Control Panel page. On the control panel page click on Mary Rosado. This will bring you back to the main Voter Information System page.

Click on pages. This will take you to Page Data Entry. Make sure that Ninth Municipal Court New York County and Mary Rosado's name is at the top along with Volume One Cline Group. If these are not at the top you must hit the exit and got back the the main page to select active volume. If everything is correct on the top of the page click on (add page) near the top, middle of the screen.

Once the screen responds click on the volume section and click on volume one (volume one (volume on cline group). After the correct volume appears in the the volume section click page number that you want on the right hand side of the page in the box with all the page numbers. You will find the page number that you are going to enter on the actual petition page handwritten on the bottom left. In the date witnessed box you will enter the date witnessed from the bottom of the page in the STATEMENT OF WITNESS AREA on the actual petition page. That date can be entered in the following format: 6/17/07. Then go to the witness box and click on the correct witness from the pull down menu. You will also find the witness name in the STATEMENT OF WITNESS AREA. If the correct witness is not yet entered in the witness pull down you must add the witness yourself.

The instructions on how to add a witness are below. If the witness is already entered you can go on to add the number claimed which is in the little square box on the 3rd line of the STATEMENT OF WITNESS on the petition page. This number is the actual number of signatures on the page minus any signatures that were crossed out. After you have entered the Volume, Page, Date Witnessed, Witness name and Number Claimed you can click on Add/Update Page. Now you are ready to look up and enter signatures.

ADDING A WITNESS

To add a witness click on (exit) which you will find close to the top of the page on the far left. This will bring you back the the main page.

Click on witness. This will bring you to the witness data entry page. Make sure that it says the correct data at the top of the page (9th Municipal Court, Mary Rosado etc.) Enter the name, address, city and state from the STATEMENT OF WITNESS box on the bottom of the petition page. Then go to where it says County and click in the box. The county box does not appear to be a drop down box but it is. You will get a drop down of all the counties in New York State.

Click on the correct county which will most likely be New York but may also be Queens, Kings, Richmond or Bronx depending where the petitioner lives. Once you have entered all of the data click Add/Update Witness Information. You will see the new witness name in the box on the upper right hand corner. After adding the witness click on the (exit) button on the upper left hand side. You will be back at the main page.

Click on pages again. Follow the procedure to enter the pages from above.

FINDING AND ADDING A SIGNATURE

After you have set up your page as described above click on the (find voter) button on the upper left hand side of the page next to the (exit) button. This will bring you to the Find Voter Form. You can find a voter in numerous ways.

If the signature is totally clear you can just enter their first and last names and click on Find Voter Information on the bottom right hand side of the page. If you are lucky you will get the voter infor immediately. If not you can type in any part of the name and add an asterisk * after the letters that you can make out. Example: Ma* will give you all the names beginning with Ma such as Mary, Maureen, Marty, Maurice etc. This is true for first and last names.

If you can only make out a part of the name and it is not the beginning of the name you can type in the one part of the name that you can make out and then add a semi-colon ; Example: au; will give you Maurice, Maureen etc. ber; will give you Steinberg, Greenberg etc.

Another way to look up signatures is by address. You can do this by typing in the number in the street number box and typing in the street name in the street name box. Street names should be entered in the following format: e 87 st or w 16 st or 77 5 ave or 1150 park ave. You just need to put e or w for east or west, st for street and ave for avenue.

If you are looking up by address you will get a whole list of people who live at that address to browse through. You can look up with just name or just address or a combination of name or partial name and address or name and partial address. This program is designed to give you maximum look up ability. It is important that you try as hard as you can to find the signator. We are looking to find as many valid signatures as possible.

Once you have found the name of the signer make sure that they are in district by the color of the box their name is in. Good signatures are in a light greenish background. Bad signatures are in a pink background. Bad signatures are ones that are not democrats or are out of district.

Another way to check if the person is correct is to note that in the box to the right of their name that says party there is a D for Democrat and in the box with all the numbers and letters there is an MC=9. Once you find the correct name at the correct address click on the full name (first and last). This will bring you to the Voter Information Edit Form.

Click on Add to Petition. This will bring you to the Signature Edit Form. On this form you will select the page number (handwritten on the bottom of the petition page) which you should have selected earlier by clicking on the dropdown and clicking on the correct number. You may have to scroll a little to find the number (they are not always in the correct order). Then add the line number from the left hand side of the petition page and then add the date that the signer actually signed the petition. Add this in the format of 6/17/07.

Make sure that you don't confuse this with the date that the witness signed in the STATEMENT OF WITNESS section. Also, don't assume that all of the signatures were on the same date. Petitioners will use the same page for more than one day until they fill the page.

After you have entered the page, line number and date look above that to make sure the person that you are about to enter is the correct one and then click on Update. The screen will come back to you showing the page/line number and the person that you entered. Mark on the right hand side of the petition page that they were entered by putting a check mark above where it says New York. If you couldn't find them put NF for Not Found in the New York column. If they are out of district or another party (they show up in pink) write OD for out of district or Rep for Republican or whatever party. If you have tried and cannot make out the name or address write ILL for illegible.

Then go back to the top of the screen, click on (find voter) and start looking for the next signature. After you finish the page you will have to add a new page.

Click on (add page) at the top of the page and start the add page process all over again.

We have marked up all the of definite out of district ones on the right hand side of the page using OD. There will probably be others but we wanted to do what we could so that you wouldn't have to waste time. If you have any problems and you can't reach anyone to get an immediate just write some sort of note on the right hand side of the page regarding the particular signature and call someone later. Or if you are having a problem with the computer program and can't enter anymore leave a message for Alex or Maureen and they will get back to you. You will have to scroll down and across on some pages to find the things that you have to click on. And sometimes you might get a response of page not found. If you get that call Alex. He will tell you how to handle this glitch. If you can't reach him just hit the back button on your browser. Sometimes this happens after you have entered data and you will think that you haven't gotten the data entered so once you have hit the back button on your browser and returned to the page refresh the page and see what shows. Depending on the page you might see that your information was indeed entered. Once you get used to the program it gets much simpler.
